I Want To Start A Web-based Online Traffic Ticket School. How Do I Do This?

I’m a California software developer that would like to start a small home business for online traffic ticket school. I see plenty of sites for this online but nothing on how to begin this. The DMV seems useless in answering my questions and I can’t find any information online about this. Please help.

    If you already see “plenty of sites online”, how do you plan on making any money?

    Well first of all the California DMV does not regulate online traffic schools at this time…Legislation is passed, but it will be around a year or so before it is regulated by the DMV…There are about 3 or so agency’s that do it with a waiting list of 18 months to over 2 years. This will be too late to start under current regulations and..it cost on average $400.00. I have only found one agency which has a waiting list of over 18 months. So good luck!

    Your biggest issue is going to be the accredidation process with the state. The DMV may not be helpful, but there has to be an office in Sacramento that will be helpful. Continue to make phone calls and send emails until you find the right person.
    The software is probably 1/10th of the entire business model. The licensing process will be rigorous, will take a long time, will require you to have a decent balance sheet and will do a thorough investigation into your background and the background of anyone associate with your business. When you get approved you then have to start an ongoing marketing program. What makes you different from the others that are already out there offering this product? How will you differentiate? How will you advertise? How will you do all of the back office paperwork that is required for this business? You have to verify every person that takes the test, send them paper receipts, collect the money, report the results to the state, etc, etc.
    I am not trying to discourage you, but want to make sure you have put together a business model. Start with how much you can charge, multiply by the number of people that will take the test and you will start to get a sense of your revenue. Then you have to figure out your expenses.
