I Want To Block All Traffic To And From My Computer Except For Those Ports I Want Open?

What software firewall can do this?
for example i only want to allow port 80 and 445?
something like kerio firewall? alternatives?
Also can you buy a hardware firewall that is configureable using a browser?

My network adapter shows that packets are constantly sent and received, even when no programs appear to be running. Malicious software may be running. What program can I use to investigate?
