What Software Will Let Me Use Webcams+voice On 2 Pcs At Same Locations Without Routing Over Internet?

I have two logitech webcams and would like to connect each to different computers at work – I don’t want to route traffic over the web, but only directly between our two IP addresses – would like video and audio – sort of an open channel intercom thing…. any software ideas?

In this case, there are 3 pcs connected to a router then to a modem. One pc is downloading and is consuming most of the line while the others are having a hard time opening a webpage.
Is there a software for this? esp that limits the consumption of the other?

software must indicate how much kbps (not bytes uploaded/downloaded) each site or application is consuming as well as the site it is accessing.
i tried comodo but it doesn’t give bandwidth per second consumption.
